I was an EE vol. (94-96)and served in Los Llanos de Ocu, Herrera. I was also a trainer for the 96-98 EE group. Since then Mitsy, Calvin (now 2 yrs old)and I have just recently moved back to Wisconsin after two years in Wichita, KS. I did the Peace Corps F llows program down there and got my teaching certificate and my masters in curriculum and instruction.

After spending my first year in community development in El Tejar (near Alanje) Chiriqui (1964-65), I transfered to the National Institue of Agriculture for my final year (1965-66). Upon returning to the States, I was drafted and eventually spent four years in the Navy; after which I finished law school. My legal career has included several years as a homicide prosecutor, a judge for the State of California, and presently a United S ates Administrative Law Judge. Last year I had an opportunity to return to Panama for the first time since 1966. Surprisingly much has remained the same. I was in David (staying at the Hotel Nacional) and in Volcan for a few days visiting with John Filis, a member of my group, who, as most of you know, remained in Panama. I also met with another of my group member , David Fishlow, who also resides in Volcan. After leaving Chiriqui, I drove to Chitre and met with one of my ex students from the National Institute (who I had sponsered to study in the States and who is now a permanent resident of Modesto, CA). Overall a very nice visit and trip.

After serving for a little less than 2 years as a forestry and ag extension volunteer in Veraguas, I became a Volunteer Coordinator. I moved from rural Veraguas to a beautiful old pension in Casco Viejo, and worked primarily in the Panama City Peace Corp office. With the help of other volunteers and the APCD, I put together a traveling sustainable agriculture workshop. The workshops were 2-3 day events complete with an evening slide presentation and a day in the campo to talk about alternatives to slash and burn. While traveling around Panama, I had the opportunity to talk with farmers about the issues which directly affected their livelihood. This was a fascinating experience for me!

After Panama, I worked in Costa Rica for about a year at CHP, the old Peace Corps training center. I was involved with an environmetal ed. group and a natural resources group.

After Costa Rica I went to Oregon Graduate Institute to work on a Masters in Environmental Science and Engineering. I currently work as a Hydrogeologist at an environmental consulting firm called ENSR located outside of Boston, MA.

I was a member of Panama 10, back in the mid-60's. Our group being small, most of the PCVs I knew in Chiriqui were from groups 8 and 9. I'm curious if anyone is still working with the Guaymi in Chiriqui. While I lived with the Guaymi, there were two volunteers: one, Gary Romness located at Llano Nopo north of Tole and me located at Cerro Iglesia north of Remedios. I vaguely remember that the PCV who replaced me at Cerro Iglesis was from Maine; unfortunately I've forgotten his name.

I suspect that the experiences of most PCVs living with native peoples were quite different from the majority of you living among the general Panamanian population. For one thing, both my Spanish and Guaymi were rather limited. Secondly, the oppression faced by the Guaymi at the hands of local folks in towns like Remedios used to tear me apart. To say nothing about the role of the Guardia Nacional, who occasionally visited my region supposedly in search of Che Guervara, who was rumored to have passed through. Although my impression was that their main purpose was to harass the Guaymi, since the Guardia was so good at that task.

After leaving Panama with the remnants of Group 10, I returned to the USA, arriving in New York City fresh upon the heels of the assassinations of Martin Luther King and Robert Kennedy. To be greeted by an enormous garbage strike, where all sorts of odors unfamiliar at Cerro Iglesia wafted into my apartment on West 99th Street.

Sufficiently impressed by the Big Apple, I joined VISTA in Alaska, first in an Athabaskan village and then in a small Aleut settlement on the Alaska Peninsula. And on to commercial salmon fishing for a couple of summers. There were two similarities in my Panamanian and Alaskan experiences: living in native communities oppressed by the dominant culture and seeing both organizations, the PC and VISTA, being asked to leave the host country/state after elections were held. Fortunately, I completed my term of service at both locations before we were tossed out. (In Alaska, VISTA had a number of young attorneys who were quite successful in defending the interests of native Americans, which is probably why VISTA got the boot.)

Excuse me for wandering--composing this e-mail brings me lots of memories. Anyway I eventually turned to graduate school, got a doctorate in environmental science and engineering, and work as a senior scientist on issues of ocean pollution for the state of California.

I would like to hear from any PCVs/RPCVs on Panamanian topics, especially the fate of the Canal and the condition of indigenous people.

I was an Environmental Education Volunteer posted to Santa Rita de Guayabal on the slopes of Volcan Baru in Chiriqui.  Although primarily concerned with training teachers, I was involved in reforestation projects, development of a community health center, and helped initiate Panama Verde nationally and locally with the first pilot group in Chiriqui.
Since leaving Panama, I've been employed at the World Bank working as a liaison to the NGO community.  It's been interesting--most NGOs and civil society groups are highly critical of Bank projects (as am I) but
I'm excited to be in a position to bring NGOs and CBOs to the table to have a policy dialogue and look for ways to improve the Bank's poverty alleviation programs rather than complain about them.

I trained teachers on Environmental Education techniques using the EE Guides developed by PC Panama volunteers in the primary schools, taught English, helped deliver EE and participatory ed seminars helped the women of Loma Bonita sell their woven hats to markets in other provinces.
I'm now looking for a job with a conservation agency or something similar in the Washington DC area.

I am a member of the International Campaign to Ban Landmines (ICBL), which was the recipient of the 1997 Nobel Peace Prize. The ICBL is coordinated by a committee of 16 organizations, bringing together over 1,300 human rights, humanitarian, children's, peace, disarmament, veteran's and women's groups in more than 75 countries. At this time, I am conducting a survey of Peace Corps who had served in areas affected by anti-personnel landmines in Panama and other countries in the Americas. Information gathered will be included in a final report before relevant international organizations which will meet in Oslo, Norway in May '99.

Here are the survey questions for PC volunteers:

2) To your knowledge, what impact (if any) did these landmines have on local communities' - economic development - agricultural production
3) Which areas were rendered unusable due to landmine deployment?

RE: Seeking information for the 1999 Peace Corps Conference

The Minnesota RPCV’s would like to extend to your group a warm welcome to the 1999 Peace Corps Conference to be held at the University of St. Thomas in St. Paul, MN August 12 - 15. In order to make it a success for all participants, we are in the process of gathering information concerning space requirements and speaker nominations from the Country of Service groups. In the proposed time table, Friday afternoon will begin with a one and a half hour session devoted to regional updates. (See enclosed discussion of the session below.) Following the session, an hour and a half will be dedicated for the specific use of Country of Service groups. (No other sessions are scheduled during that time.) The evening has been left open for additional time for socializing, possibly at a ethnic restaurant.

In order to better serve the needs of your group and members, we request that you provide us with the following information.

1. Will your group require space during the afternoon session? 2. How many people do you expect to attend? 3. Are there any special needs which need to be accommodated? (i.e., accessibility, equipment) 4. Will your group be meeting at a restaurant that evening? What number should be planned for? 5. Regional Update Discussions

The planning committee for the 1999 Peace Corps Conference is in the process of organizing Regional Update Discussions (RUDs) for the Friday afternoon session.

We envision that the RUDs will consist of a group facilitator leading a discussion on the economic, social, and environmental development issues of the region and how current events, politics, economics, etc. are affecting development in the region.

All past and present Peace Corps countries will fit into one of the proposed regions. The regions are intended to be small enough so that the countries included will have similar issues. Following is the current breakdown of regions - this list may change as more information becomes available:

Caribbean South America Central America South-east Asia Central Asia South Pacific East Africa Southern Africa Eastern Europe West Africa Newly Independent States (ex-USSR)

In order for these RUDs to be informative and educational for RPCVs, we will need to find facilitators who have recently worked in, or are currently active in, development related work in each specific region. People working with Peace Corps, State Department, US AID, NGOs, etc. would be suitable candidates, as well as writers and possibly business people with development experience. RPCVs would be desirable but not mandatory.

At this time we are seeking only nominations for potential group facilitators. As no one will be reimbursed in any way, it is realistic to expect that group facilitators will be either RPCVs or people from the Minnesota area. The conference planning committee will make any formal invitations.
